About Rob

A lifelong Nebraskan, Rob Dover is committed to ensuring Nebraska continues to be a place where individuals, families, and small businesses can thrive. Rob knows first-hand the hard work and sacrifice that building a business requires as he watched his father Tom grow Dover Realty from its founding in 1963 in the Hotel Madison.

After working as a roughneck in Williston Basin Oil Fields in South Dakota for a few years to pay for college he returned to Nebraska and graduated from Wayne State College with a Bachelor of Arts, majoring in Business Finance and Spanish.



Before he could leave for law school his father asked him to stay and manage Coldwell Banker Dover Realtors. Since then, he has successfully grown the family real estate business, started a construction and land development company, Whitecliff Development, and a title and escrow company, American Title and Escrow as well as taking over the management of Dover Management Company.


After working diligently for Republican causes throughout his life Robert applied for the Legislative District 19 opening after Mike Flood was elected to the U.S. Congress. On July 22, 2022 then Governor Pete Ricketts appointed Rob to the Nebraska Unicameral.


During his first session in Lincoln Senator Dover served on the powerful Appropriations Committee and helped secure $2 million in state funding for the Norfolk Downtown Area renovation and helped pass the $6.4 billion tax relief package which includes income tax cuts, increased property tax credits, boosted school funding and a childcare tax credit.


Rob has been happily married to his wife Ann for 30 years and they 4 children Randi, Katherine, Erica, and Richard. They are members of First Presbyterian Church of Norfolk.

Delivering for Northeast Nebraska

  • Taxes

    During my first session in Lincoln, I helped deliver over $6.4 billion in tax relief to Nebraskans, but I know there is still more that can be done. Keeping taxes low and Nebraska affordable is a fight that’s never over and I’ll never stop working to lower taxes so you can keep more of your hard-earned money. 

  • Protecting Women & Girls

    The radical left is aiming to break down the traditional family and gender structure. Women deserve to feel safe in their own restrooms and female athletes deserve the right to a fair playing field, and I will always protect women from the woke left.

  • 100% Pro-Life

    I am unapologetically pro-life and supported the 12-week abortion ban that passed in the Legislature this session. I believe that we must do everything to protect God’s most precious gift of life and I will continue supporting legislation that protects the sanctity of life. 

  • 2nd Amendment

    The founding fathers knew the importance of the 2nd Amendment, and I will never allow the government to infringe upon your right to bear arms. I was happy to help pass the Constitutional Carry bill allowing Nebraskans to legal carrying a handgun, either openly or concealed, without a license or permit.

  • Support Law Enforcement

    Keeping our communities safe is no easy task. Our law enforcement officers face difficult situations every day and we need to provide them the support and resources to safely patrol our communities. We also need to put a greater emphasis on proactively dealing with the mental health challenges within our communities to address issues before they develop. 

  • Quality Education for All

    Ensuring all children, from North Omaha to Scottsbluff, receive a high-quality education is critical to the future of Nebraska. I strongly support any efforts to improve educational outcomes for our kids in private and public K-12 schools. I will make sure we are providing affordable, quality education at our local trade schools, State Colleges, and Universities.

  • Improve our Roads

    Quality infrastructure is critical to the growth of Nebraska’s economy. In the Legislature I’ll work to ensure we provide the funding needed to build and maintain effective road infrastructure across the state to keep our people and our economy moving.
